The U.S. Marine Corps is seeking Lance Corporals, Corporals and Sergeants willing to make a move to MOS 0211 – COUNTERINTELLIGENCE HUMAN INTELLIGENCE (CI-HUMINT) Specialists. Interested Marines must possess a GT score of 110 or higher, be willing to extend or re-enlist for 60 months and must be eligible for a Top Secret security clearance. GENTEXT/REMARKS/1. COMMANDANT OF THE MARINE CORPS, MANPOWER MANAGEMENT ENLISTED AFFAIRS CONTINUES TO SOLICIT MARINES TO LATERAL MOVE INTO THE HIGH-DEMAND, LOW-DENSITY (HD/LD) MILITARY OCCUPATIONAL SPECIALTY (MOS) 0211. THERE ARE APPROXIMATELY SEVEN THOUSAND SEVEN HUNDRED FIRST TERM ALIGNMENT PROGRAM (FTAP) CORPORALS AND SERGEANTS WITH AN END OF ACTIVE SERVICE DATE WITHIN FISCAL YEAR 2015 THAT MEET A MINIMUM GENERAL CLASSIFICATION TEST REQUIREMENT OF 110.
2. PURPOSE. THE PURPOSE OF THIS MARADMIN IS TO SOLICIT QUALIFIED FIRST TERM ALIGNMENT PROGRAM (FTAP) MARINES TO EXECUTE THE LATERAL MOVE OPTION INTO MOS 0211 CI/HUMINT SPECIALIST. MARINES WHO MEET THE PREREQUISITES IN THE REFERENCES ARE HIGHLY ENCOURAGED TO APPLY.
3. BACKGROUND. THE 0211 MOS HAS BEEN CATEGORIZED BY MANPOWER AND RESERVE AFFAIRS, MANPOWER PLANS AND POLICY ENLISTED CAREER RETENTION SECTION (MPP-20) AS A CHRONICALLY SHORT HD/LD MOS. THE DEMAND FOR HIGHLY-QUALIFIED MARINES TO EMPLOY THIS CAPABILITY HAS MORE THAN DOUBLED OVER THE LAST DECADE, AND REMAINS IN DEMAND FOR THE FORESEEABLE FUTURE.
4. DISCUSSION. CI/HUMINT SPECIALISTS CONDUCT OPERATIONS IN EVERY REGION OF THE WORLD, INDIVIDUALLY OR IN TEAMS IN SUPPORT OF MARINE AIR GROUND TASK FORCE OR JOINT OPERATIONS. WITH THEIR PERSONALITY AS THEIR TOOL, CI/HUMINT SPECIALISTS USE THEIR INNATE INTELLECT, FLEXIBILITY, AND CREATIVITY, AUGMENTED BY KNOWLEDGE OF CULTURE TO SATISFY TACTICAL THROUGH STRATEGIC MISSION REQUIREMENTS. CI/HUMINT MARINES DEPLOY GLOBALLY ALONGSIDE WARFIGHTERS AND INTERAGENCY PARTNERS TO PROTECT OUR SERVICE MEMBERS, BASES, AND STATIONS.
5. SELECTION AND ASSESSMENT. THE 0211 MOS IS A UNIQUE FIELD THAT REQUIRES A LAYERED DEPTH OF CHARACTER, MORALITY, AND LIFE KNOWLEDGE. 0211 IS NOT A TECHNICAL DISCIPLINE, AND SUCCESS RELIES HEAVILY ON BEHAVIORAL SCIENCE AND THE MARINE’S ABILITY TO USE INTERPERSONAL SKILLS. ACCORDINGLY, THE PERFORMANCE STANDARD REQUIRES INTERESTED APPLICANTS BE SELECTED BY A PANEL OF CI/HUMINT PROFESSIONALS FOR EVALUATION OF SUITABILITY. SELECTION AND ASSESSMENT INCORPORATES A WHOLE-MARINE APPROACH TO BLEND THE MANY CHARACTER AND PERFORMANCE DATA POINTS THAT REVEAL A HOLISTIC INTERPRETATION OF A MARINE’S DEMONSTRATED ABILITIES AND POTENTIAL TO PERFORM CI/HUMINT MISSION SETS. HIGHLY DESIRABLE HUMINT COLLECTOR TRAITS CAN BE FOUND IN REFERENCE (C).
6. ACTION. SERVICE PREREQUISITES FOR MARINES INTERESTED IN VOLUNTEERING FOR LATERAL MOVE INTO THE CI/HUMINT PRIMARY MOS 0211 CONTAINED IN REF (A) ARE:
A. MUST BE A VOLUNTEER CORPORAL OR SERGEANT. LANCE CORPORALS MEETING TIME IN GRADE REQUIREMENTS FOR PROMOTION TO CORPORAL MAY BE CONSIDERED.
B. MARINES LATERALLY MOVING INTO THE 0211 MOS AS A CORPORAL OR SGT MAY BE CONSIDERED FOR PROMOTION NON-COMPETITIVELY IN ACCORDANCE WITH PROMOTION AUTHORITY IN REFERENCE (D).
C. MUST POSSESS A GT SCORE OF 110 OR HIGHER.
D. MUST BE WILLING TO EXTEND OR RE-ENLIST FOR 60 MONTHS OF OBLIGATED SERVICE.
E. MUST BE AT LEAST 21 YEARS OF AGE PRIOR TO LATERAL MOVE INTO THE 0211 MOS.
F. MUST BE ELIGIBLE FOR A TOP SECRET SECURITY CLEARANCE WITH SPECIAL COMPARTMENTALIZED INFORMATION ACCESS BASED ON A SINGLE SCOPE BACKGROUND INVESTIGATION.
G. INDIVIDUAL’S IMMEDIATE FAMILY (SPOUSE, PARENTS, SIBLINGS, CHILDREN, AND COHABITANT OF THE INDIVIDUAL REQUIRING TS/SCI ACCESS) MUST BE U.S. CITIZENS (EXCEPTION TO POLICY MAY BE REQUESTED TO HQMC SPECIAL SECURITY OFFICE BASED ON DIRECTOR OF INTELLIGENCE CERTIFICATION OF COMPELLING NEED AND FAVORABLE ADJUDICATION)
H. MUST BE A U.S. CITIZEN.
I. MUST HAVE TAKEN AN ACCREDITED TYPING TEST AND ATTAINED A MINIMUM SCORE OF 30 WORDS PER MINUTE.
J. MUST BE WILLING TO SUBMIT TO A CI SCOPE POLYGRAPH EXAMINATION.
K. MUST POSSESS A VALID U.S. DRIVER’S LICENSE (MAY NOT BE WAIVED).
L. MUST RECEIVE A FAVORABLE ENDORSEMENT FROM A CI/HUMINT ASSESSMENT AND SELECTION PANEL.

8. MARINES APPROVED FOR LATERAL MOVE WILL EXECUTE PERMANENT CHANGE OF STATION OR PERMANENT CHANGE OF ASSIGNMENT ORDERS TO A MARINE EXPEDITIONARY FORCE. PRIOR TO ATTENDANCE AT THE FORMAL LEARNING CENTER, EACH MARINE IS REQUIRED TO ATTEND A PRE-RESIDENT TRAINING COURSE DELIVERED IN A MANAGED ON-THE-JOB FORMAT. THE PRE-RESIDENT COURSE WILL PROPERLY INTRODUCE MARINES COMING FROM VARIOUS MOS’S TO THE REQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND ATTITUDE FOR SUCCESSFUL COMPLETION OF THE MAGTF CI/HUMINT COURSE. THE MAGTF CI/HUMINT COURSE IS 91 TRAINING DAYS (INCLUSIVE AVERAGE OF 130 DAYS INCLUDING WEEKENDS AND HOLIDAYS). THIS COURSE IS HEAVILY PERFORMANCE-BASED AND REQUIRES ALL STUDENTS TO POSSESS A BASIC UNDERSTANDING OF GENERAL INTELLIGENCE CONCEPTS IN ORDER TO ACCLIMATE TO THE PERFORMANCE STANDARDS AND ACADEMIC TEMPO OF THIS CERTIFICATION COURSE.
9. CI/HUMINT MARINES CAN EXPECT TO DEPLOY IN SUPPORT OF MARINE EXPEDITIONARY UNITS, INFANTRY BATTALIONS, INDIVIDUAL AUGMENTEE BILLETS, SPECIAL OPERATIONS COMMANDS, AND VARIOUS EXTERNAL ELEMENTS. FAILURE TO COMPLETE CI/HUMINT SCHOOL MAY RESULT IN RECLASSIFICATION OF MARINES BACK TO THEIR ORIGINAL PMOS, IF AVAILABLE OR IN ADMINSTRATIVE SEPARATION PER CONTRACT.
